FY22 Highlights
Awards
- The state of Maryland has been awarded first place out of all 50 states for the Overall State Government Experience Award presented by The Center for Digital Government. The award recognizes states that have used their websites, applications, and other channels to provide an exemplary overall government experience for their citizens.
- The state of Maryland’s Website Maryland.gov was awarded Best in Class for excellence in its design, development, and implementation. This award was given by Interactive Media Awards (IMA) for the very best in planning, execution, and overall professionalism. The website scored 496 points out of a possible 500.
- Ashley Laymon wins NASCIO 2022 State Technology Innovator Award: as the Chief Experience Officer, Ms. Laymon oversees the DoIT Customer Experience Office. The Customer Experience Office is the driving force behind DoIT’s goal of minimizing IT redundancy, reducing overall IT costs, driving business value for the customer agencies, promoting modernization, and ensuring compliance with state IT policies and standards
Innovation
- The Maryland Department of Information Technology (DoIT), in coordination with its partner NIC USA, has launched a new version of the official state of Maryland website, Maryland.gov. The upgrade supports Maryland's ongoing push toward a unified and mobile-friendly citizen experience across all channels.
- DoIT continued the expansion of applications on the OneStop Portal which now include applications for licenses and permits from 19 agencies and organizations.
- Converting many state government agencies over to Voice over Internet Protocol (VoIP) technology from the existing legacy technology phone systems over the past year. Currently, over 10,000 VoIP phones are being used by the Maryland State government. The average cost per user has been reduced by approximately 50% as the platform has reached critical mass.
- In Fiscal Year (FY) 2022, the Department is estimated to have 54 Major Information Technology Development Projects across 25 Agencies.
- DoIT has transformed the Information Technology (IT) Service Desk to provide SLA (Service Level Agreement) driven, agile, consistent, and efficient single point of contact for broader business needs 24/7/365.
Efficiency
- The DoIT Statewide Resource Sharing Agreement (RSA) Program executed forty (40) agreements in FY 2022, building upon the work it had done in FY 2021. The program's relationships with the private sector continue to strengthen to the benefit of Maryland taxpayers as both dark fiber allocations and non-tax revenues to the state increased. The 5G small cell technology market continued to demonstrate why this submarket is where the telecommunications sector is focusing their presence. The RSA Program executed twenty-nine (29) new small cell agreements statewide with AT&T leading this market with twenty-five (25) new agreements. Additionally, the RSA Program executed three (3) new tower co-location agreements, four (4) tower sublease agreements and four (4) new fiber optic agreements. Two of the noteworthy fiber agreements include the Comcast agreement at Gunpowder State Park whereby the state receives approximately 4500 linear feet of cable and connectivity to the currently unserved ranger station, beach building and maintenance structures within the park. In Baltimore, the state’s agreement with Level three grants the State over $700K annually as well as twenty-four (24) dark fiber strands within the Metro tunnels from Baltimore City to Owings Mills.
Cybersecurity
- The Office of Security Management (OSM) Security Operations Center continues to provide 24/7/365 monitoring and staffing to ensure the highest level of network protection.
- OSM continues to perform risk assessments for entities connected to the networkMaryland network to identify potential vulnerabilities that could be leveraged by adversaries.
- FY 2022, saw the deployment of the ServiceNow Security Operations (SecOps) application. SecOps is a security work management engine leveraging orchestration, automation, and cross-tool data enrichment to improve the state’s security response capabilities. Connecting new and existing security tools to aggregate vulnerabilities, events, and incidents in one place enables prioritization and response using data that used to exist in separate systems and was unable to be correlated.
- OSM added the capability to track and manage organizational risk using the ServiceNow Governance, Risk, and Compliance (GRC) application. ServiceNow GRC promotes efficient and effective data collection and reporting processes which enable us to manage risk and increase resilience across the organization.
Process/Workforce Improvements
- In an effort to compete with a more modern workforce, DoIT, in collaboration with the Department of Budget & Management (DBM) Division of Classification & Compensation, updated the existing IT class specifications to allow for years of experience and certifications, rather than requiring a certain level of education.
- DoIT has also created the first cybersecurity class specifications in the State that are based on the National Institute of Standards and Technology (NIST) cybersecurity guideline
Recognition Given to Employees
- DoIT utilizes its quarterly newsletter to recognize employees who exhibit an extraordinary work ethic and product. DoIT implemented an employee of the month recognition which quickly evolved into an employee of the week recognition because the senior staff received so many nominations for their colleagues to be recognized.
